Treasury to publish draft Finance Bill and IR35 legislation on July 11th

It has been announced by Treasury Minister, Jesse Norman, that the draft Finance Bill will be published on Thursday 11th July 2019.

It is expected that the government will release draft clauses for incoming fiscal changes, along with accompanying notes, information and other supporting documentation.  We keenly await to see whether this will include the draft legislation including timelines for IR35 Private Sector Reform.

There is a possibility that the appointment of a new Prime Minister, a new cabinet and Chancellor of the Exchequer, combined with the ongoing uncertainty of Brexit, provides an opportunity to cancel the planned IR35 Private Sector Reform completely or delay the date from April 2020 as currently planned.

That said, with the consultation only finishing at the end of May, there is a danger that the government haven’t listened to or considered the outcomes of the consultation.

Either way, we should at least have some clarity of the governments intentions and businesses can start planning and making decisions on how to handle the next 12 – 18 months.

We will update further as soon as the draft is released and we are able to confirm the situation.
